Updates for whole seed handicrafts made from Aleurites, Fagreae and Pandanus spp.

Effective from 20 March 2024

The 'Plant fibre products and seed handicrafts' BICON case has been updated to require inspection only for whole seed handicrafts made from Aleurites, Fagreae and Pandanus species.

Imported seed handcrafts made from or containing whole seeds for these species were previously directed for mandatory fumigation on arrival.

A review of the associated biosecurity risk was completed and determined that the risk associated with the whole seeds is reduced to an acceptable level of protection if seeds are varnished, painted, or polished, or made into jewellery. Import conditions for mandatory fumigation on arrival has been removed and an inspection is required.

On arrival into Australian Territory, these goods must be declared and will be subject to an inspection to verify freedom of live insects, plant and animal debris, soil and other biosecurity risk material. If the goods cannot be adequately inspected to verify that they are free from pests, the goods will be directed for onshore treatment.

Requirements for importers have not changed.

Who does this notice affect:
Importers of seed handicrafts, brokers and Pathway Operation Cargo - Assessment and Inspections.

Background:
Feedback received by Plant Import Operations from internal stakeholders highlighted the need for greater clarity of the import conditions. A reassessment of the biosecurity risk of Aleurites, Fagreae and Pandanus spp. seed handicrafts made from whole seed was conducted and determined that the biosecurity risk could be adequately managed by inspection rather than mandatory treatment on arrival.
