Expanding the Compliance-Based Intervention Scheme (CBIS) onto document-controlled pathways
Effective from 31 October 2024Herbal tea bags will be managed on the CBIS under a new documentation trial
The department is expanding CBIS onto document-controlled pathways, commencing with the trial on herbal tea bags. The trial will focus on the outcome of the document assessment and automatically apply a risk-based rate of intervention when an importer has passed a set number of consecutive document assessments, which will result in a reduction in the level of documentation referrals.
We have developed two new directions to support these changes:
- CBIS documentation pathway
- CBIS electronic release

Importers and brokers of Herbal tea bags from all countries (0902).
