Temporary Importations

Effective 7 January 2023 to 13 June 2023

This case describes the requirements for temporary importations. The Australian Border Force (ABF) allow certain goods to be brought into Australian territory on a temporary basis for a period of up to 12 months without the payment of duty or taxes. These goods are referred to as temporary imports. Goods that qualify as temporary imports may be imported under carnet or security. Consumable items such as food are not granted approval for temporary importation by ABF. Goods that are temporarily imported pose the same level of biosecurity risk as standard imports. Importers should refer to the individual BICON case to determine the specific biosecurity import conditions required for the goods that are being temporarily imported. These import conditions outline the general Department of Agriculture, Fisheries and Forestry import requirements for goods being temporarily imported under a carnet or security. Import conditions for specific items can be found in the relevant BICON case.

Timber and timber products imported from New Zealand during Burnt Pine Longicorn (BPL) flight season Alerts

This case includes import conditions for sawn timber, unfinished timber, round wood, logs, oversized timber, plywood, laminated veneer lumber (LVL) and veneer sheets imported from New Zealand as sea cargo during the Burnt Pine Longicorn (BPL) flight season. Salmonid fish for human consumption Changes

This case describes the requirements for the importation of salmonid fish for human consumption only. This includes all ‘atlantic’ (Salmo spp.) and ‘pacific’ (Oncorhynchus spp.) species of salmon and trout. Permitted plant fibres

This case describes the requirements for the importation of the majority of articles made out of plant fibres for all uses other than as animal foods, fertilisers, landscaping or for growing. This case includes import conditions for coir fibre liners for hanging baskets. For coir peat and coco peat products please see the Coir peat case. Imported sea-going vessels

This case describes the import requirements for sea-going vessels (including those constructed with timber components e.g. beams, bearers, hull, decking, railings, cabins and/or masts). This case applies to all sea-going vessels, including returned Australian vessels and those which are considered to be temporary imports.

Plant material for research purposes Alerts

This case describes the import requirements for not knowingly infected live plant samples, whole seed samples and other plant samples (e.g. processed or preserved samples) imported for research purposes. Plant material for research purposes may require containment in an approved arrangement site (e.g. laboratory or glasshouse). The required level of containment is determined by assessing the biosecurity risk associated with the imported material as well as the proposed research activity. Plant material that has undergone a department approved preservation method offshore may be released from biosecurity control. Alternatively, treatments can often be applied on arrival to allow the imported plant material to be released from biosecurity control (e.g. gamma irradiation treatment). Treatment options will vary depending on the type and form of plant material. An appropriate treatment option will be determined during the permit assessment.

All imports are subject to the non-commodity import conditions described in this case. Non-commodity import conditions apply to all packaging, containers and transport methods used to bring goods into the country. These conditions are in addition to the conditions that apply to the goods being imported.

Returning Australian products Alerts

Effective 18 February 2023 to 8 March 2023

This case describes the requirements for the importation of goods returning to Australia. Goods covered by this case contain or consist of ingredients of plant, microbial or animal (excluding live animals) origin. Returning goods refers to goods originating from Australia that have been exported and are now being imported back into the country. This case also covers goods that have been shipped between two Australian ports but have exited and then re-entered Australian territory en route (e.g. trans-shipped goods). The goods must not have been altered while offshore. If any growing, processing or manufacturing occurs offshore that changes the nature of the product, the goods will then be considered a ‘new product’ rather than of Australian origin and you must search BICON to determine the conditions that apply.

Fish bins

This case describes the requirements for the importation of fish bins or fish crates. The term 'fish bin' in this case is used to refer to the containers used in the transportation of live aquatic animals such as fish or lobsters. These cases refer to fish bins which are being imported for use by Australian exporters and not to fish bins which are currently being used to transport live animals. This case contains separate import conditions for fish bins imported by sea freight and air freight.
