Highly Compliant Importer (HCI) scheme expansion 2024

Effective from 7 August 2024

The Department of Agriculture, Fisheries and Forestry has expanded the Highly Compliant Importer (HCI) scheme to include more commodities. The new eligible commodities are also in scope for the approved arrangement class 19.2. This provides importers with the option to reduced end-to-end departmental intervention via both document assessment and risk-based inspections.

The HCI scheme has now been included in the following BICON case pathways:

  • Tyres: New tyres - Pneumatic - Other than bicycle tyres shipped in 6 hard sided container pathway
  • New or used vehicles, aircraft and parts: Whole aircraft - Used - Not imported under its own power pathway
  • Machinery, equipment and parts: Used machinery and Used parts pathways

No import conditions have been updated with this change.

Who does this notice affect:
All importers, approved arrangement class 19 accredited persons and customs brokers who import or lodge consignments of tyres, aircraft and machinery/machinery parts, and departmental Cargo Assessment and Inspection officers.
