Importer responsibilities when importing fresh mustard stick or betel leaves as passenger baggage

Effective from 31 July 2024

Import conditions have been updated to further clarify that, when importing more than 500 grams(net weight) of fresh mustard stick and/or betel leaves (Piper betel) as passenger baggage (through airports or seaports), it is the importer’s responsibility to organise inspection of the goods at a class 2.4 approved arrangement facility prior to arrival of goods.

Importers should use the Biosecurity Portal to make and manage booking requests with the department.

The importer is also responsible for organising the transport of goods from point of arrival to the class 2.4 approved arrangement facility with a commercial courier service.

Goods arriving without inspection arrangements in place are subject to management measures that include (but are not limited to) export or disposal at the importer’s expense.

Who does this notice affect:
Importers (including airline staff and passengers and/or sea travellers) of fresh mustard stick and fresh betel leaf (Piper betel), freight forwarders, brokers, biosecurity industry participants who hold an approved arrangement, Pathway Operations - Air & Sea Travellers and Detector Dog handlers, Pathway Operations - Cargo Operations (Inspection, Assessment and Client Contact Group).
