Update to cooked breadfruit for human consumption import pathway

Effective from 1 February 2024

All countries will now be permitted to import cooked breadfruit for personal and non-personal use pathways. The phytosanitary requirement for cooked breadfruit will be removed. Cooked breadfruit imported for personal use as air passenger baggage will be limited to 20kg (net weight) per adult passenger and subject to 100% inspection on arrival.

Consignments of cooked breadfruit not for personal use, or personal use over 20kg (net weight) must be directed by a biosecurity officer to a department approved arrangement site for inspection at the importer's expense. Consignments not for personal use will require documentation (Manufacturer's declaration, Commercial invoice or Packing list) to demonstrate the breadfruit has been cooked.

Key points:

  • Remove restriction only allowing cooked breadfruit from Samoa, cooked breadfruit from all countries will be now be permitted.
  • A phytosanitary certificate will no longer be required for cooked breadfruit for personal or non-personal use.
  • Personal use consignments will be subject to full inspection and limited to 20kg per passenger.
  • Consignments for non-personal use will require documentation (Manufacturer's declaration, Commercial invoice or Packing list) with details of the cooking process the breadfruit has undergone.

When will these changes commence:
From 1 February 2024, these changes will be implemented into the import conditions under the BICON Case: Cooked fruit and vegetables for human consumption.

Background:
Bactrocera xanthodes (Pacific fruit fly) and Planococcus minor (Pacific mealybug) are breadfruit pests that are present in a number of Pacific Island countries. However, both pests (and other arthropod species) are susceptible to heat treatment, therefore the risk would be adequately mitigated by cooking Additionally, mealybugs and fruit fly larvae would not be able to feed on cooked breadfruit so would not reinfest cooked fruit.

Who does this notice affect:
Importers (and their customs brokers) of cooked breadfruit and department staff.
