Introduction of a standard permit for Animal Based Flavours

Effective from 5 December 2023

The Department of Agriculture, Fisheries and Forestry (the department) has introduced a standard permit for animal based flavours containing meat.

Permit conditions are much the same as the non-standard permit for animal based flavours containing 5% or greater meat ingredients. However, importers of animal based flavours that contain less than 5% meat can also choose to use this permit.

The standard permit import conditions include:

  1. The goods must be retail ready and not require further processing before sale to the final consumer.
  2. Health certificate attesting to the sourcing and processing meat ingredients.
  3. Manufacturer declaration attesting to permitted ingredients.

Goods that are not permitted import under the standard permit conditions:

  1. Goods that are comprised solely of animal blood and/or animal fat and/or animal tallow.
  2. Retorted goods or goods that have a retort component.
  3. Goods that contain greater than 10% dairy by dry weight.
  4. Goods that contain greater than 10% egg by dry weight.

A standard permit contains a specific set of conditions that have been assessed by the department as being appropriate to manage biosecurity risks for a certain commodity type. These permits do not list product names and any good that meets the permit conditions can be imported using the permit. If the goods cannot meet the standard conditions, the importer must apply for a non-standard permit and the goods will be individually assessed and product names listed on the permit.

NOTE: If importers want to have product names on a permit they can apply for a non-standard permit, even if the goods could meet the standard permit conditions.
