Compliance-Based Intervention Scheme (CBIS) for HP and BBC prawns into Australia

Effective from 22 August 2022

The department is incorporating highly processed uncooked prawn (HP Prawns) and par-cooked breaded, battered, or crumbed prawn (BBC Prawns) for human consumption onto the Compliance Based Intervention Scheme (CBIS).

The changes will enable HP Prawns and BBC Prawns products to a risk-based rate of inspection through the CBIS.

What does this mean for my imports?
Compliant importers benefit from the CBIS with a smoother clearance of goods at the border and reduced regulatory costs.

The CBIS benefits importers who demonstrate consistent compliance with Australia’s biosecurity requirements for a commodity with a reduced rate of intervention:

  • For BBC prawns, instead of 100% of your consignment lines undergoing a seals-intact inspection to verify the goods, you will have only a proportion of your consignment lines referred for a seals-intact inspection.
  • For HP prawns, instead of 25% of your consignment lines undergoing an inspection to verify the goods, you will have a smaller proportion of your consignment lines referred for inspection.

The rate of intervention increases if non-compliance is detected for BBC prawn or HP prawn consignment lines, respectively. Non-compliance could be during documentation assessment or when verifying the goods during an inspection. After a period of compliance, consignments will then requalify for a reduced rate of intervention.

The changes will not affect how consignments are lodged in the Integrated Cargo System (ICS) or your third-party software. It is not anticipated that you will need to lodge your consignments any differently.

Importers of BBC Prawns and HP Prawn products into Australia, and Biosecurity Cargo Operations - Assessment and Inspections.
