Unaccompanied personal effects

Effective from 18 November 2021

The department has revised the import conditions for goods not classified as personal effects (imported by foreign diplomatic missions, consular posts and privileged individuals) and has introduced onshore assessment outcomes.

The pathway has been updated to incorporate the following:

  • Warning and Information Notices about high risk goods and wildlife trade permits and/or other approvals from the department.

  • Questions in the onshore assessment to determine:
    1. Whether the goods (other than UPEs) are owned by the diplomatic/consular mission or the diplomat. This ownership information must be provided on a B615 form which is completed correctly and signed by the owner of the goods or an authorised delegate.
    2. Whether a packing list itemising the goods in the consignment is presented.
    3. The arrival mode of the goods so that onshore outcomes can be refined.
    4. Whether the diplomat (or an authorised delegate from the diplomatic or consular mission) will be present at the inspection or whether a letter of authority has been provided to state that there is no objection to the goods being inspected.

  • Possible onshore outcomes in accordance with the answers supplied to questions in the onshore assessment section.

Who does this notice affect:
Foreign diplomats, foreign diplomatic missions, consular post and privileged individuals importing goods other than personal effects and Pathway Operations Cargo – Assessment and Inspections.
