Birdseed

Effective from 15 November 2019

The purpose of this notification is to advise of additions and removal of species to the Permitted Seeds List and the 'Birdseed' BICON case.

From 15 November 2019 the following species of seeds will be permitted entry under the BICON cases 'Permitted seed for sowing', 'Seed for sowing products', 'Birdseed' and 'Raw seed for human consumption', provided they meet the conditions published in the BICON case. The following species have undergone a Weed Risk Assessment and Disease Risk Assessment as seeds for sowing:

  • Biophytum sensitivum

  • Boquila trifoliolata

  • Borzicactus straussii

  • Cereus straussii

  • Cleistocactus nivosus

  • Conophytum arthurolfago

  • Conophytum bachelorum

  • Conophytum bruynsii

  • Daucus decipiens

  • Dipteryx alata

From 15 November 2019 the following species of seeds will not require an import permit if importers can meet the conditions published in the BICON case 'Permitted seed for sowing':

  • Catharanthus roseus

  • Ammocallis rosea

  • Lochnera rosea

  • Vinca rosea

From 15 November 2019 the following species of seeds will be removed from the Permitted Seeds List and the BICON cases 'Permitted seed for sowing', 'Seed for sowing products', 'Birdseed' and 'Raw seed for human consumption' as they have been identified as being under official control:

  • Peganum harmala

From 15 November 2019 Carica jamaicensis will be removed from the Permitted Seeds List and the BICON cases 'Permitted seed for sowing', 'Seed for sowing products', 'Birdseed' and 'Raw seed for human consumption' as it has been identified as being a synonym for Carica papaya.

Who does this notice affect:

Assessment Services Group, Inspections Group and importers of birdseed and customs brokers.

Background:

The Weed Risk Assessment system is a science-based quarantine risk analysis tool for determining the weed potential of a plant. All plants proposed for importation into Australia and not currently permitted on BICON are assessed for their potential to become weeds in Australia. Further information on the Weed Risk Assessment system is available on the department’s website.

This addition follows a departmental assessment which determined that there is a low risk of these species becoming weeds in Australia.
