Baits, lures and fishing flies for aquatic use

Effective from 20 February 2019

Who does this notice affect:
Importers of baits and lures for aquatic use, Assessment Services Group, and Inspection Services Group.

Background:
The department has finalised a review of baits and lures for aquatic use. As a result of the review, some changes have been made. These changes include:

  • Simplifying the BICON pathways to ‘Fishing flies and lures’, ‘Articles for manufacturing fishing flies and lures’, and ‘Baits’.

  • Clarifying that the goods must not contain animal tissue and providing a definition of animal tissue based on the legislation.

  • Hyperlinking the import condition for inspection and treatment to the biosecurity risk treatment guide.

  • Redirecting imports of ‘articles for manufacturing fishing flies and lures’ to relevant BICON cases (e.g. for the importation of tanned leather for making fishing flies and lures, please see BICON case ‘Animal trophies, articles and handicraft items’.

  • Clarifying that although some BICON cases prohibit materials to be used for “animal consumption”, fishing flies and lures for aquatic use are not considered to be for “animal consumption”, and therefore individual components are not prohibited when intended for manufacturing fishing flies and lures.

  • Redirecting imports of ‘baits’ to the BICON case for ‘Bony fish and cephalopods for bait and fish food’.

  • Clarifying the administrative conditions for ‘Fishing flies and lures’.

  • Providing an information notice regarding material that may require a wildlife trade permit and other approvals from the Department of the Environment and Energy.
