Coir peat

Effective from 12 March 2021

Further changes to inspection requirements have been implemented for consignments of Coir peat (including products e.g. growing media containing coir peat with restrictive additives).

To better fulfil operational requirements, the department has reviewed previously implemented changes. As a result, the following additional changes have been made:

  • Inspection will change from tailgate to partial unpack in line with the BICON conditions.
  • Consignments of multiple full container loads (FCLs) will be subject to a partial unpack inspection of one container. Providing no biosecurity risk material is found during the inspection, the whole consignment can be released from biosecurity control. Containers being forwarded to rural locations will be subject to a rural tailgate inspection to certify cleanliness.
  • Samples for inspection must be drawn by the biosecurity officer upon arrival. Samples cannot be drawn by the biosecurity industry participant prior to the biosecurity officer arriving.
  • Removal of class 2.4 Approved Arrangement for inspection of products to align with site limitations.

Background:
Department previously implemented changes following a review of the import conditions to ensure that conditions are consistent, fit-for-purpose and effectively manage the biosecurity risks to meet an appropriate level of protection for Australia.

Permits:
The department will contact affected import permit holders to vary existing permits in line with the above changes.

Who does this alert affect:
Importers of peat and coir peat (including products e.g. growing media containing peat or coir peat with restrictive additives) and their customs broker, and departmental officers.
