Seasonal measures for brown marmorated stink bug (BMSB)

Effective from 19 December 2018

To manage the risk of BMSB, the Department of Agriculture and Water Resources has developed a new Brown marmorated stink bug (BMSB) hitchhiker pests BICON case. This case outlines the seasonal measures that apply to certain goods (target high risk and target risk goods) shipped as sea cargo from target risk countries, on or between 1 September 2018 to 30 April 2019 (inclusive).

The BMSB measures are in addition to existing import requirements for goods. You are still required to refer to the relevant BICON commodity case for commodity specific import conditions (if applicable).

Target high risk goods manufactured in, or shipped from France, Georgia, Germany, Greece, Hungary, Italy, Romania, Russia, and the United States of America, as sea cargo will require mandatory treatment for BMSB.

  • Goods shipped as break bulk, in open top containers or on flat racks must be treated offshore prior to arrival into Australia.

  • Goods shipped as containerised cargo may be treated offshore or onshore. Treatment onshore will only be permitted at container level (no deconsolidation or segregation of the goods will be allowed).

Target risk goods manufactured in or shipped from France, Georgia, Germany, Greece, Hungary, Italy, Romania, Russia, and the United States of America, as sea cargo will have increased onshore random inspection for BMSB.

In addition to the measures of mandatory treatment for target high risk goods and increased onshore intervention of target risk goods from the target risk countries, the department will also be undertaking a lower rate of random onshore inspections of target high risk goods from identified emerging risk countries.

Identified emerging risk countries include Austria, Bulgaria, Croatia, Slovakia, Slovenia, Spain, Switzerland, Turkey and Serbia. Other countries of BMSB concern are also targeted to monitor the presence of BMSB. These include all remaining European countries, Japan, China, Korea, Canada and Chile and will be monitored through random inspections.
