Revised import conditions for Highly refined organic chemicals and substances

Who does this notice affect?

Importers of highly refined organic chemicals and substances, customs brokers, and regional officers.

What is changing?

On 2I December 2017 updates will be made to the legislation and the BICON case for ‘Highly refined organic chemicals and substances’.

The case is being updated to clarify that only amino acids derived from neural material are excluded from the conditions in the case. Previously amino acids derived from microbial fermentation were also excluded.

The BICON case also makes reference to end uses that are not approved by the department. The terminology for these end uses is being updated to reflect the language of the current legislation. Highly refined organic chemicals and substances are not approved, under the conditions in the case, for ‘animal consumption, for use as bioremedial agents or fertilisers, or for veterinary therapeutic use’.

Importers will still need to meet the import conditions published in BICON.

No other changes have been made to the import conditions.

Background

The Biosecurity (Prohibited and Conditionally Non-Prohibited Goods) Determination 2016 is currently under amendment. As a result, from 21 December 2017 certain goods will be permitted import without an import permit under revised conditions.
