Changes to Cosmetics and Soaps case effective 17 January 2018

Effective from 22 February 2018

This alert is to inform importers, and other users of BICON, that changes to the case for Cosmetics and soaps came into effect on 17 January 2018.

The case was changed to simplify its structure.

Importers are also advised that bulk cosmetics that were previously imported as approved and listed section 33 substances can be imported under the Highly refined organic chemicals and substances case where those conditions can be met.

For other bulk ingredients, that would need an import permit under the cosmetics case, importers are encouraged to search for the ingredients separately in BICON. Ingredients can be imported under alternate conditions that do not require an import permit when those conditions are met.

For plant based ingredients, suitable cases might include:

  • Dried herb products not for human consumption

  • Highly refined organic chemicals and substances

It is recommended that importers review the import conditions, and onshore outcomes, if they intend to import goods under these cases.

If importers cannot find alternate conditions for bulk cosmetic ingredients, that do not require an import permit, then they should apply for a permit under the Cosmetics and soaps case.
