Notification of changes to the import conditions for cosmetics

Effective from 9 December 2017

A review of this BICON case has been completed, which will result in changes to import conditions.

Case description:
The following BICON cases will be combined:

  • Cosmetics

  • Cosmetics for animals

A new BICON case will be established:

  • Cosmetics and soaps

The new case is expected to be published on BICON on 21 December 2017 and the key points are summarised and explained below.

The pathways (questions and answers) in the new BICON case for this commodity type will be streamlined and simplified. The new case will ask users to select one of the following options.

Proposed BICON pathways:
Soap for personal use – all end uses
Soap for commercial use – all end uses
Cosmetics for personal use – human use only
Cosmetics for commercial use – human use only
Cosmetics for animal end use
Bulk ingredients for use in the manufacture of cosmetics
Other

Soap for personal use – all end uses
No permit required provided the product is commercially prepared. Limits of 10 kg or 10 L apply.

Soap for commercial use – all end uses
No permit required provided the product is commercially prepared and packaged. Requires a manufacturers declaration attesting to the product being commercially prepared and packaged and that all biological ingredients have undergone a process of saponification. Note: A limited list of ingredients which may be added after the saponification process will be included in the new BICON case.

Cosmetics for personal use – for human use only
No permit required for cosmetics for personal use that are commercially prepared and packaged. Limit of 10 kg or 10 L applies.

Cosmetics for commercial use – for human use only – products that contain less than 20% animal derived material
No permit required for products that contain less than 20% animal derived material, provided the products are commercially prepared and retail packaged. The products must be fully finished, not requiring further manufacture when imported.

Cosmetics for commercial use – for human use only – products that contain greater than 20% animal derived material
Import permit is required. Note: A limited list of animal derived ingredients which do not contribute to the 20% (animal derived material) is included in the new BICON case.

Cosmetics – animal end use
No changes to the import conditions

Bulk ingredients for use in the manufacture of cosmetics
An import permit is required.
Importers are also advised to search for individual ingredients to determine if alternative conditions may apply.

Additional information
All references to starter cultures and other microorganisms have been removed from the proposed BICON case.
Import conditions for bee products have been removed from the proposed BICON case.
