Addition of new animal-based commodities onto the Compliance-Based Intervention Scheme (CBIS)

Effective from 31 October 2023

The department is incorporating new animal-based commodities onto the Compliance-Based Intervention Scheme (CBIS). This change is scheduled to take effect from 10 November 2023.

The following commodities have been scoped for addition:

  1. Tanned hides and skins from all countries
    1.1. Eligible tariff codes 4104, 4105, 4106, and 4302.
  2. Untanned or untreated hides and skins from New Zealand
    2.1. Eligible tariff codes 4101, 4102, 4103, and 4301.
  3. Dried prawns
    3.1. Eligible tariff codes 1605.21, 1605.29, and 0306.95.

The eligible commodity import pathways are restricted to uses other than animal consumption, environmental purposes, growing purposes or veterinary therapeutic use.

What is the Compliance Based Intervention Scheme (CBIS)?
The CBIS benefits importers who demonstrate consistent compliance with Australia’s biosecurity requirements for a commodity with a risk-based rate of intervention (inspection). Please note that this will not take effect immediately as importers will first need to build their compliance history in the CBIS system.

It is not anticipated that you will need to lodge your consignments any differently, provided you:

  • import an eligible commodity under an appropriate tariff
  • answer the profile questions accurately
  • lodge the entry in line mode
  • meet both the document and inspection import conditions for their goods.
  • documents must meet our import conditions upon first lodgement. Any failures during the initial documentation assessment (eg. missing, non-compliant or expired documentation) counts as non-compliance under the CBIS, and your risk-based intervention rate will adjust accordingly.

Please note that if you lodge consignments incorrectly then your entry will be ineligible for any benefits that the CBIS program has to offer.

Where products are eligible for CBIS, this will be specified in the relevant BICON case.

Who does this alert affect:
All importers and their agents importing CBIS eligible commodities and any biosecurity operational staff clearing these goods.
