Fit and Proper Persons assessment changes to prawn import permit applications

Effective from 23 August 2023

The Department of Agriculture, Fisheries and Forestry will be reducing the rate that Fit and Proper Persons (FPP) assessments are conducted for permit applications to import prawns and prawn products for human consumption.

Mandatory FPP assessments were introduced in 2017 due to systemic non-compliance in the prawn import pathways. Based on recent ongoing industry compliance with the department’s enhanced import conditions for prawns, it has been determined that importers that have a history of compliance may not be required to undergo routine FPP assessments. The department may still conduct FPP assessments where the delegate has concerns about an entities FPP status.

This measure is anticipated to reduce permit assessment times and allow the department to implement more targeted responses to non-compliance.

Who does this notice affect:
Importers of prawns and prawn products, BIST, brokers, biosecurity staff and Pathway Operations Cargo - Assessment and Inspection.
