Powdered paprika and vanilla is being incorporated onto the Compliance-Based Intervention Scheme

Effective from 25 November 2022

The department is incorporating powdered paprika, powdered vanilla and dried vanilla bean products imported from all countries onto the Compliance-Based Intervention Scheme (CBIS). This change is scheduled to take effect on 1 December 2022.

You will be required to lodge consignments of powdered paprika products with the following AQIS Commodity Code (ACC): POWD.

Powdered goods in scope include products that require an inspection. Please do not use the POWD code for goods that only require a document assessment.

What do I need to do:
Importers and brokers should continue to lodge documentation to the department as per their current practice (via COLS). When a consignment is lodged in the Integrated Cargo System (ICS) under the tariff code for powdered paprika (0904.22.04), you will be required to enter the relevant ACC (POWD), which must be entered in order to become eligible for the CBIS. This code can also be found in a drop-down menu in the ICS. Powdered consignments of paprika lodged without the required ACC will be ineligible for any benefits under the CBIS program.

Note: Powdered vanilla and dried vanilla beans do not require an ACC code.

How does the Compliance-Based Intervention Scheme work:
To qualify for risk-based inspection rates under the CBIS, importers must initially pass a defined qualification number of consecutive inspections to demonstrate sufficient compliance. After qualifying for the risk-based inspection rates, the inspection rate is applied as a ‘probability of inspection’ individually to each eligible line within a consignment through AIMS. This means that an individual line may be referred into the department and selected to be inspected or not inspected. For example: if the risk-based inspection rate is 10%, then each eligible line has a 10% chance of being directed for an inspection. It does not mean that every 1 in 10 lines will receive an inspection.

If an importer fails to present the correct documentation, or their consignment fails an inspection then the importer will return to 100% intervention until they requalify for the risk-based rate.

All consignments are subject to a documentation assessment before being released by the department, regardless of the intervention mode that they are in.
