Changes to methyl bromide fumigation certificate requirements for khapra beetle treatment

Effective from 6 September 2021

Changes are being made to the methyl bromide fumigation certificate requirements for khapra beetle treatment as communicated in the IIAN on 03 September 2021.

Note: There is no change to certificate requirements for treatment providers who use the department's methyl bromide fumigation certificate template.

These changes will result in the following information being required on all certificates of treatment for methyl bromide fumigations conducted to manage the risk of khapra beetle:

  1. The certificate must include the treatment provider's letterhead including name, contact details, and physical address.
  2. If the provider is operating under the Australian Fumigation Accreditation Scheme (AFAS) then the certificate must include an AFAS identification number or the Department of Agriculture, Water and the Environment Entity Identifier (AEI).
  3. If the provider is operating under the Offshore Brown Marmorated Stink Bug (BMSB) Treatment Providers Scheme, then the certificate must include the AEI.
  4. Each certificate must include a unique certificate number issued by the treatment provider.
  5. The certificate must include a description goods/packaging treated.
  6. The certificate must include the quantity/volume of goods/packaging treated.
  7. The certificate must include the name of fumigant.
  8. The certificate must include the target of the fumigation (e.g. commodity/packing/container/commodity and packing)
  9. The certificate must include the prescribed dose rate.
  10. The certificate must include the applied dose rate.
  11. The certificate must include the date treatment was completed.
  12. The certificate must include the duration of treatment (in hours).
  13. The certificate must include the minimum temperature.
  14. The certificate must include the maximum pressure (if applicable).
  15. The certificate must include the fumigation enclosure type (e.g. sheeted container/chamber).
  16. This certificate must include the container number (where applicable).
  17. This certificate must include any relevant statements confirming that the fumigation conformed to the plastic wrapping, impervious surface or timber thickness requirements of the Methyl bromide fumigation methodology at the time of fumigation (refer to the Minimum documentary and import declaration requirements policy).
  18. The certificate must include a declaration that the fumigation has been carried out in accordance with all the requirements in the methyl bromide fumigation methodology.
  19. The certificate must include any additional specific statements as required by the import conditions for the goods.
  20. The certificate must include a signed declaration by the fumigator in-charge, including the name of the fumigator and the date.

The revised requirements will take effect on 30 September 2021. Treatment certificates for consignments treated with methyl bromide on or after this date must, at a minimum, meet the revised certificate requirements above. The changes will ensure clarity of requirements and consistency with assessment.

Treatment providers who are not already doing so, are encouraged to use the department's methyl bromide fumigation certificate template as it will aid in ensuring certificate compliance.
