Implementation of 600 unit sampling procedure for imported bulbs

Effective from 22 February 2021

The Department of Agriculture, Water and the Environment (the department) is revising the on-arrival inspection regime of all consignments of bulbs imported for use as nursery stock.

Following a review of import conditions, a 600-unit sampling and inspection methodology is being implemented for imported bulbs on 1 April 2021. The sampling size is dependent on the number of individual bulbs of each genus as per the following table:

The inspection regime will apply for each genus per phytosanitary certificate, and will include:

  • a representative sample being drawn from a minimum of 10 crates per genus per phytosanitary certificate
  • sampling from all cultivars/varieties
  • fully emptying three of the selected crates to detect the presence of debris/trash.

The adoption of sample-based inspection regimes for on-arrival inspections is supported by international standards developed for use by National Plant Protection Organisations (NPPOs). This methodology is consistent with existing practices in place for other commodities and is being implemented to ensure biosecurity risks are effectively managed.

Importers are advised that if biosecurity risks are detected, departmental officers reserve the right to undertake further sampling and inspection of consignments as required in determining any further actions.
