Fumigation before on-arrival inspection of Bulbs imported for nursery stock

Effective from 22 October 2020

The purpose of this notification is to advise stakeholders that import permit conditions have been developed to facilitate fumigation to be performed before on-arrival inspection of imported nursery stock bulbs.
These import conditions were developed in consultation with Inspections Group (IG) and Assessment and Client Contact Group (ACC) in response to a request from industry.

Who will be affected by these changes?
Importers of bulbs for nursery stock, brokers, IG and ACC.

What will change?
Fumigation of imported bulbs for end use nursery stock may be performed before on-arrival inspection subject to import permit conditions.

The import permit conditions (and relevant onshore outcomes) for this change will be included in applicable import permits and will be available to importers on request during the permit assessment process.
Importers seeking to import bulbs subject to fumigation prior to on-arrival department inspection must submit an application to vary an existing permit or apply for a new permit that includes these alternative conditions.

Import permits will only have import conditions for fumigation before on-arrival inspection OR fumigation after on-arrival inspection, and not import conditions for both of these options. This is to reduce confusion as to which order treatment and inspection occurs.

These alternate import conditions will not however be visible in the public BICON interface.

Importers are to be aware that for bulbs subject to inspection after on-arrival fumigation, the treatment certificate is required to be assessed and finalised by the department before the inspection can be performed (i.e. inspections will be cancelled if the fumigation direction line has not been finalised in AIMs).
