The case describes the requirements for the importation of powdered herbs of plant origin for human consumption. Powdered herbs consist of dried and ground plant parts (including seeds, fruits, herbs, bark and roots).

Human consumption includes uses such as food, supplements, complementary medicines, cosmetics or smoking.
