Glossary

The following provides a definition of words or phrases that are found within the text. Some of these have a special meaning in relation to the importation or treatment of goods entering Australia and may be important to understand in meeting the requirements for import.

Approved Arrangement Site (AA Site)	An arrangement approved under Section 406 of the Biosecurity Act 2015 (Cwlth) which permits a biosecurity industry participant to carry out specified activities to manage biosecurity risks associated with particular goods, premises or other things.
export	A consignment is considered to be exported either: when it is lodged with the freight forwarder, shipping company/airline, charter operator or an appointed agent in the place of origin, for ultimate destination in an Australian territory when it is shipped on board the vessel for an ultimate destination in an Australian territory, or when it is packed in a container and sealed in preparation for transport for an ultimate destination in an Australia territory.
goods	Goods include: An animal A plant A sample or specimen of a disease agent A pest Mail; and Any other article substance or thing. Goods does not include ballast water or human remains. It also does not include a conveyance, except in certain circumstances.
hermetically sealed	A package is hermetically sealed if it is “airtight” e.g. heat sealed retort pouch, sealed can or glass jar with screw cap. Hermetically sealed goods may also be heat treated but ‘hermetically sealed’ is not the same as ‘canned’ or ‘retorted’. Many foods are packed in hermetically sealed containers, but do not undergo heat treatments in that package. These foods cannot be treated as retorted foods as they may not be sterile.
import permit application	The department will assess the application and on the basis of that assessment may decide to grant an import permit subject to any conditions deemed necessary for safe importation, use and disposal of those products. It should be noted that applying for an import permit does not automatically result in an import permit being issued. The Director of biosecurity or their delegate issues the import permit. You should ensure that an application is submitted for each product type and that the prescribed fee accompanies the import permit application.
parboiled	Parboiled rice is husked or milled rice that has been soaked in water and subjected to a heat treatment so that the starch is fully gelatinized, followed by a drying process.
viable	A viable seed is one which is capable of germination under suitable conditions. Rice with intact germ is considered to be viable. For further information on rice varieties and viability, please refer to the Product reference: Rice for human consumption or processing.
