Import conditions define the biosecurity requirements which must be met for your import. Where import conditions have been developed, they will be listed below.

Prior to submitting an import permit application, importers should review the department's Whole grain imports for stockfeed and milling purposes guideline.   1. Prior to the importation of goods into Australian territory, a valid import permit issued by the Department of Agriculture and Water Resources is required.

    An import permit may be obtained by submitting an import permit application to the department (if viewed online, use the 'Apply Now' button at the bottom of this page).

    You will need to provide a completed production questionnaire during the permit application, please ensure that this questionnaire is completed by the manufacturer of the product.

    Information

    Importation of whole grain into Australian territory poses a very high biosecurity risk, presenting a direct pathway for the entry of pests and diseases of biosecurity concern. Import permit applications for whole grain are subject to an intensive assessment process, and additional monitoring and controls are required to manage the biosecurity risks.

    All applications for a permit to import whole grain will be assessed on a case-by-case basis, and import conditions will be imposed to mitigate the biosecurity risks to an acceptable level. In some instances, the biosecurity risks may not be able to be reduced to an acceptable level and import will not be allowed.

    The department assesses all applications to import grain on a case-by-case basis and will impose appropriate conditions to ensure that biosecurity risks are managed to an acceptably low level. In some instances it may not be possible to apply conditions which manage biosecurity risks appropriately and import will not be allowed.

    All importations must comply with the following points:

    1. Grain must be sourced from areas assessed to be of low plant and animal biosecurity risk.

    2. Consignments must be processed at an approved arrangement site in a metropolitan area and will not be permitted to leave metropolitan areas until processing is complete and approved by the department. Strict movement controls will be imposed to manage any biosecurity concerns with the consignment.

    3. Processing (eg. milling, heat treatment) must be of sufficient rigour to address all biosecurity concerns and must effectively render any potential pathogens or pests unviable.

  3. Under the Biosecurity Charges Imposition (General) Regulation 2016 and Chapter 9, Part 2 of the Biosecurity Regulation 2016, fees are payable to the Department of Agriculture and Water Resources for all services.   4. In addition to the conditions for the goods being imported, non-commodity concerns must be assessed including container cleanliness, packaging and destination concerns, and may be subject to inspection and treatment on arrival.
